Schedule ADS-B Upgrades Now to Mitigate Risk

The ADS-B Out mandate for business aviation is coming fast. For those who fly in the United States, their aircraft must have ADS-B Out capability by Jan. 1, 2020. For those who fly in Europe, the mandate takes effect on June 7, 2020.

Those dates may seem a long way off, but industry leaders with the FAA, GAMA, and NBAA say operators need to have a compliance plan in place as soon as possible. That is because the number of aircraft that will need ADS-B upgrades far exceeds industry capacity to complete those upgrades before the mandate deadlines. Aircraft owners who wait to equip will most likely face scheduling pressure and higher installation costs.

Besides the United States, let’s look at where ADS-B will be required.

Europe: Effective June 7, 2020, aircraft flying in Europe will need ADS-B Out if they weigh more than 5,700 kg or with a maximum cruising true airspeed of 250 knots or greater.

Australia: By Feb. 2 this year, all aircraft must be ADS-B Out-equipped to fly IFR. However, there are some exceptions for Australian-manufactured aircraft that apply until Jan. 1, 2020. Airservices Australia says that foreign-registered aircraft flying IFR “may fly in Australian airspace, including oceanic control areas, bust must fly below 29,000 feet in continental airspace unless they receive a clearance from ATC. They will need to be equipped with ADS-B when the instrument expires on June 6, 2020.”

Hong Kong: Required in all airspace FL290 and above.

Indonesia: Required in all airspace FL290 and above, starting Jan. 1, 2018.

Mexico: Jan. 1, 2020, in Class A, B, C E airspace above 10,000 feet is proposed, possibly earlier in some Gulf of Mexico airspace.

Singapore: Required on some airways.

Sri Lanka: Required in Colombo terminal control area FL290 and above.

Taiwan: Required all airspace FL290 and above.

Vietnam: Required on some airways.
